Development of regulatory frameworks for grid-forming technology in Germany
A key milestone was reached in Germany in July 2024, when the technical regulator for power grids in Germany VDE FNN published the guideline “Technical Requirements for Grid-Forming Properties, Including the Provision of Instantaneous Reserve” (“Technische Anforderungen an Netzbildende Eigenschaften inklusive der Bereitstellung von Momentanreserve”). For the first time, Germany established harmonized requirements for grid-forming units, ensuring the stability and security of the power supply in an era of rapidly growing renewable energy.
While technical requirements were introduced with the VDE FNN guideline in 2024, the industry has been awaiting formal verification and certification processes. The final piece of the missing framework was published on 15 May 2025 with an updated version of the VDE FNN guideline. The new guideline for grid-forming properties (“VDE FNN Hinweis Netzbildende Eigenschaften”) establishes a clear framework and pathway for the certification and market approval of grid-forming units in Germany. By providing long-awaited clarity and detailed definition of compliance procedures, it paves the way for the widespread adoption of this essential technology for the energy transition.
