Development of a Regulatory Framework for Electric Vehicle Charging in Uganda

With nearly 98% of its electricity generated from renewable sources, Uganda is uniquely positioned to lead Africa’s green transition in the mobility sector. The country’s electric mobility sector is evolving rapidly, driven by local electric bus manufacturing and innovative battery-swapping solutions for two-wheelers. To capitalise on this momentum and achieve its Nationally Determined Contribution (NDC) climate targets, the Government of Uganda identified a critical need to formalise the deployment of EV charging infrastructure. Prior to this initiative, the absence of a dedicated regulatory framework acted as a barrier to private-sector investment and posed technical risks to grid stability, electrical safety and system interoperability.

Forming part of GET.transform’s expert pool, Energynautics  supported the Ministry of Energy and Mineral Development (MEMD) in developing a robust, enforceable regulatory framework for EV charging in Uganda. Working alongside regional experts of GET.transform, the Energynautics team led the project through a structured, multi-stage approach.

Our contributions included:

 

  • Capacity Building: On-site technical training for a multi-agency steering group, covering EV fundamentals, charging technologies, battery swapping, and grid integration.
  • Infrastructure Assessment: Evaluation of Ev adoption, the national grid status and existing energy policies to design a tailored EV adoption roadmap.
  • Technical Regulation: Definition of technical standards for electrical safety (IEC 60364-7-722 / IEC 62840), connector interoperability, bidirectional charging (V2G/V2H), battery swapping safety protocols, and grid code compliance.
  • Licensing Framework: Design of a structured commercial framework and a three-tier commercial licensing regime, including application workflows, commercial charging requirements, and data privacy protocols to ensure market transparency.
  • Stakeholder Alignment: Facilitating technical working groups and dissemination workshops with key entities, including the Electricity Regulatory Authority (ERA), and private actors to ensure seamless national policy integration.

 

The final project results provide the legal and technical regulation required to safely scale Uganda’s EV charging networks. By establishing a structured framework, the project resolves private sector uncertainty and accelerates infrastructure development while ensuring the safety, sustainability, and interoperability of the charging ecosystem. This alignment with national grid codes and international standards secures vital monitoring capabilities and directly supports Uganda’s transition toward low-emission power system transformations.
